About us

The Virginia Center for Behavioral Rehabilitation (VCBR) was opened in 2008 in beautiful Burkeville, Virginia. Operated by the Department of Behavioral Health and Developmental Services (DBHDS), it provides a secure environment for the treatment of adults deemed to be Sexually Violent Predators.

Residents of VCBR are former DOC inmates who have undergone a rigorous selection, evaluation and civil commitment process, and who are determined by a court to present a significant risk for sexually reoffending. VCBR residents undergo intensive treatment aimed at reducing their risk so that they can be returned to the community, where they will be closely supervised.

Populations Served:

The Virginia Center for Behavioral Rehabilitation (VCBR) treats individuals civilly committed as Sexually Violent Predators in accordance with §37.2-900 Civilly Commitment of Sexually Violent Predators. Settings:

VCBR is a secure treatment facility located on the Department of Behavioral Health and Developmental Services Nottoway Campus in Burkeville Virginia. VCBR shares the Nottoway Campus with Piedmont Geriatric Hospital. VCBR is a secure treatment facility with multiple living units designed to treat the individual needs of residents. Access to the secure perimeter of the facility is limited to individuals approved by the Facility. Family/Friends may visit residents of VCBR in accordance with VCBR’s visitation policy.

Hours/Days of Services:

VCBR operates 24 hours a day and 365 days a year. VCBR provides a full spectrum of services to residents, including sex-offender treatment, medical treatment, recreation, vocational opportunities, and educational opportunities. All services are intended to support residents with gaining skills to safely return to the community.

Frequency of Services:

Core sex offender and supporting module groups occur weekdays. All staff members of VCBR are trained on requirements for advancement in treatment and support residents with achieving goals during all hours. Payers and Funding Sources:

VCBR services are funded through General Funds by the Commonwealth of Virginia. General Funds are mostly derived from direct general taxes paid by citizens and businesses in Virginia

Fees:

Individuals civilly committed to VCBR are not required to pay fees for services.

Referral Sources:

937.2-902 through §37.2-908 of the Code of Virginia outlines the assessment, evaluation, recommendation process for commitment, and legal processes of civil commitment. VCBR is the treatment facility for civilly committed sex-offenders as outlined in §37.2-909. VCBR does not receive community referrals for services.
